उत्तराखण्ड की नई सरकार का स्वागत व अपेक्षायें

मुख्यमंत्री श्री त्रिवेंद्र रावत जी के नेतृत्व में बनी नई सरकार का हम तहे दिल से स्वागत करते हैं। अपेक्षा करते है कि वे राज्य की जनता के सभी वर्गो के हकों का सम्मान करते हुये पर्यावरण का भी ध्यान रखेंगे। खासकर नदियों संरक्षण के साथ किनारे रहने वालो के सुरक्षित भविष्य को सुनिश्चित करेंगे।

उत्तराखण्ड का पर्यावरण और बड़ी परियोजनाओं व अन्य कारणों से हुये विस्थापितों के पुनर्वास का बहुत बड़ा मुद्दा है। उत्तराखंड की लगभग 66 प्रतिशत ज़मीन पर जंगल है। खेती की ज़मीन पहाड़ी क्षेत्रों में तो बहुत ही कम लगभग 7 प्रतिशत है। जहंा पर भी बड़ी परियोजनायें आ रही है। तराई क्षेत्र में जहाँ आबादी ज्यादा है वहां उद्योग आये है। हमने चुनाव के समय में भी इस मुद्दे को उठाया था की क्यों पर्यावरण के मुद्दे और लोगों के जीवन व उत्तराखण्ड के स्थायी विकास से जुड़े मुद्दे इस चुनाव में राजनैतिक दलों के मुद्दे नही बने।

चुनावों के समय आरोप-प्रत्यारोप बहुत होते हैं। एक दूसरे राजनीतिक दल विभिन्न मुद्दों पर बहुत तरह से, नीति से लेकर व्यक्तिगत रुप से भी उम्मीदवारों की खन्दोल करते है। इन सबसे बहुत सारी चीज़ें भी निकल करके भी आती हैं। इन चुनावों में भी विभिन्न सवालों से लेकर भ्रष्टाचार तक के व्यक्तिगत आक्षेप उठाये गए। आज जब नई सरकार हमारे सामने है तो वो उन सब आरोप-प्रत्यारोप की दलदल से निकलकर नई तरह से राज्य के लोगो और दीर्घकालीन पर्यावरण हित में काम करेगा। ये हमारी अपेक्षा है।

नई सरकार से कुछ तुंरत कदमों की अपेक्षा है। चूंकि केन्द्र, उत्तराखंड व उत्तर प्रदेश राज्य में आपके दल की ही सरकारें है। इसलिये बहुत से कार्य जो केन्द्र व राज्य की खीचातानी में नही हो पा रहे थे वे अब सुगमता से होने चाहिये।

भ्रष्टाचार पर तुरंत पाबंदी होः
इस छोटे से राज्य की जड़ो को भ्रष्टाचार ने खोखला कर दिया है। नई सरकार भ्रष्टाचार को समाप्त करने का नारा देकर आई है। इसलिये सरकार की जिम्मेदारी होनी चाहिये कि वो भ्रष्टाचार को हर स्तर पर चाहे वो शासन स्तर पर हो या प्रशासन हो उसको सख्ती से रोकना चाहिये। भ्रष्टाचार के रुकने से राज्य के विकास कार्याे का स्तर उंचा उठेगा। कमीशन प्रथा समाप्त होनी चाहिये। वर्तमान सरकार ने पिछली सरकार को इस सवाल पर बहुत घेरा है और स्वच्छ प्रशासन देने का वादा किया है। इसलिये भ्रष्टाचार रोकना सरकार की पहली प्राथमिकता होनी चाहिये। ये हमारी अपेक्षा है।

टिहरी बांध से विस्थापितों के समुचित व न्यायपूर्ण पुनर्वासः

नई सरकार के सामने बहुत बड़ी चुनौति है कि टिहरी बांध से विस्थापितों के समुचित व न्यायपूर्ण पुनर्वास की। जो अभी तक नही हो पाया है। बांध कंपनी टीएचडीसीएल बहुत ज़ोर दे रही है की उसे बांध पूरा भरने की इजाज़त दी जाये मगर अभी तक ये इजाज़त नही दी गयी है क्योंकि पुनर्वास-पुर्नस्थापना का काम पूरा नही हुआ है। झील के किनारे के लगभग 40 गांव जो धसक रहे है उनके लिये अभी एक सम्पार्श्विक नीति बनी थी उसपर भी अमल नही हो पाया है। इस पर तुरंत अमल हो। ये हमारी अपेक्षा है।

जून 2013 की आपदा को बढ़ाने बांध कंपनियों की भूमिका पर बांध कंपनियों पर कार्यवाही होः
जून 2013 की आपदा में बांधो के कारण तबाही में वृद्धि हुई थी। इसे सर्वोच्च न्यायालय के आदेश पर बनी रवि चोपड़ा कमेटी ने भी माना है और विभिन्न स्वतंत्र विशेषज्ञो ने भी कहा है। श्रीनगर स्थित गढ़वाल विश्विद्यालय के प्रोफेसर सती जी और प्रोफ़ेसर सुंदरियाल जी ने बहुत स्पष्ट रूप से यह कहा है किन्तु बंाध कंपनियों पर कोई कार्यवाही नही हो पायी है। नयी सरकार उस पर कार्यवाही करेगी ताकि बांध कंपनियंों द्वारा हो रही तबाही की खुली छूट पर लगाम लगे। ये हमारी अपेक्षा है।

बांध प्रभावितों को मुफ्त बिजली का लाभ मिलेः
बांधों से राज्य को 12 व 1 प्रतिशत मिलने वाली मुफ्त बिजली जो कि केन्द्रिय उर्जा मंत्रालय की नीति के तहत बांध प्रभावितों पर व प्रभावित क्षेत्र के विकास के लिये ही खर्च होनी चाहिये थी। किन्तु आज तक ऐसा नही हुआ है। अकेले टिहरी बांध से ही लगभग दो हजार करोड़ राज्य सरकार को अब तक मिल चुके है। नई सरकार तुरंत इस पर कदम उठाये ताकि जिन बांधो के लिये उत्तराखंड निवासियों ने अपना सर्वस्व दिया है उनके साथ न्याय हो सके। ये हमारी अपेक्षा है।

राज्य का विकास व पर्यावरण रक्षाः
हमे जंगलों को, यहाँ के पानी को यहाँ के लोगों के लिए इस्तेमाल करते हुए आगे बढ़ना होगा। आज भी उत्तराखंड का पानी नीचे ही जाता जा रहा है उसका मुख्य कारण यही है की हमने स्थायी और विकेन्द्रित योजनाओं को उत्तराखण्ड में विकसित नही किया। हमने बाहरी उद्योगों को सब्सिडी देकर के बुलाया। जब सब्सिडी खत्म हो गयी जो उद्योग बाहर जाने की बात करेंगे। ये उद्योग चंद छोटी नौकरी से ज्यादा राज्य को प्रदूषण दे रहे है। इसका आकलन होना चाहिये कि इन उद्योगो से राज्य को क्या मिला। ये हमारी अपेक्षा है।

राज्य सरकार का दायित्व है की वो राज्य के पर्यावरण की भी रक्षा करे क्योंकि राज्य का पर्यावरण राज्य के निरंतर व स्थायी विकास के लिए एक ज़रूरत है। उत्तराखण्ड का विकास मैदानी विकास की तरह नही हो सकता। यह राज्य मध्य हिमालय में स्थित एक पहाड़ी राज्य है, यहाँ जंगल भरपूर है, जड़ी बूटी भरपूर है, जल भरपूर है, पर्यटन की अकूत संभावनायें है, तीर्थो की भूमि है। किन्तु यह एक दुर्भाग्य ही रहा है की उत्तराखण्ड का विकास शहरी विकास और मैदानी विकास की तरह ही देखा जाता है। जबकि उत्तराखंड का विकास उत्तराखंड को पहाड़ की दृष्टि से ही किया जाना स्थायी होगा। ये हमारी अपेक्षा है।

वन अधिकार कानून 2006ः
हमने यहाँ के मूलभूत संसांधनो को आगे बढ़ाने व संरक्षित रखने का काम नही किया। हमने यहाँ के जंगलों को लोगों को देने का काम नही किया। जिस जंगल को चिपको आंदोलन गौरादेवी जैसी ग्रामीण महिलाओं ने बचाया, सुंदरलाल बहुगुणा जी ने अंतराष्ट्रीय स्तर पर यह सवाल उठाया। उसी वन को माफिया के हाथ में दे दिया गया है। वन संरक्षण सही तरह से हो। वनो पर लोगो को ‘‘वन अधिकार कानून 2006‘‘ के तहत कानूनी अधिकार दिये जाये। ये हमारी अपेक्षा है।

गंगा रक्षण व नैनीताल उच्च न्यायालय का 20 मार्च, 2017 का आदेशः


जिन नदियों को खासकर गंगाजी को बचाने के लिए राज्य व देशभर के लोग चिंतारत हो आगे बढे़। पिछले कुछ सालो में सरकार ने भी कुछ नियम कायदे कानून बनाए है। इन नदियों में कानूनी व गैरकानूनी खनन हो रहा है। जो गंगा सहित सभी नदियों के लिये नुकसानदायक है। नई सरकार इस खनन को रोके और नदियों के       दीर्घकालीन स्वास्थ्य को बचाये।
बांधो से नदियों का प्रवाह समाप्त हो रहा है। जब नदियों में पानी ही नही तो नदियंा अपने आप ही गंदी होंगी। गंदगी उपचार यंत्र लगाने का क्या फायदा होगा? फिर ये यंत्र भविष्य में बांध में ना डूबे यह निश्चित करना होगा। नमामिः गंगा योजना में उत्तराखंड को अलग तरह से देखना होगा। गंगा के अविरल प्रवाह को सुनिश्चित करना उस पर कड़ी निगरानी रखना उसके लिये आवश्यक तंत्र विकसित करना सरकार की प्राथमिकता होनी चाहिये। नैनीताल उच्च न्यायालय का 20 मार्च, 2017 का आदेश इसमें एक महत्वपूर्ण कड़ी जुड़ी है। चूंकि केन्द्र, उत्तराखंड व उत्तर प्रदेश राज्य में आपके दल की ही सरकारें है। इसलिये न्यायालय के आदेशानुसार ‘‘गंगा प्रबंध बोर्ड‘‘ के गठन में कोई रुकावट नही आनी चाहिये।
ये हमारी अपेक्षा है।

चारधाम यात्रा व मार्ग व रेल मार्गः

चारधाम यात्रा को सालभर चलाया जाये ताकि देश भर के लोग तीर्थों के दर्शन कर सके व राज्य की आमदनी में भी व्द्धि हो। चारधाम यात्रा मार्ग व रेल मार्ग दोनो ही परियोजनायें बहुत से पर्यावरणीय व विस्थापन के सवालो को उठायेंगी। दोनो ही परियोजनाओं के इन सवालों को आप जनहक व पर्यावरणीय संतुलन की दृष्टि से हल करें। ये हमारी अपेक्षा है।

शराब बंदी लागू होः
उत्तराखंड की महिलाओं ने लंबे आंदोलन के बाद वर्षाे पहले शराब बंदी लागू करवाई थी जिसे श्री कल्याण सिंह जी ने 90 के दशक में जब वो उत्तर प्रदेश के मुख्यमंत्री बने हटा दिया। नई सरकार से यह भी अपेक्षा होगी कि आज जब राज्य में जगह-जगह महिलायें आगे आकर फिर से शराब के खिलाफ मोर्चा खोल रही है और देश भर में तो शराब बंदी का माहौल हो ही रहा है। बिहार में शराब बन्दी पूर्ण तरह लागू है व गुजरात में तो पहले से ही लागू है। देश भर में ‘‘जन आंदोलनों का राष्ट्रीय समंवय‘‘ के साथ ‘‘नशा मुक्त भारत अभियान‘‘ चल रहा है। ऐसे में नई सरकार उत्तराखंड में शराब बंदी लागू करके उत्तराखंड के गौरव को वापस लाये। युवाओं को शराब से बचाकर उन्हे स्वस्थ्य समाज के लिये प्रोत्साहित करे। शराब बंदी होने से युवाओं के अंदर में सोच समझ की शक्ति बढ़ेगी और वे राज्य के विकास मे सकारात्मक योगदान दे पाएंगे। सरकार पूर्ण नशाबंदी करे जिसमें शराब के साथ अन्य नशों पर भी पाबंदी लगे। इसके लिये बनने वाले कानून लोगो को नशे से दूर करने के लिये प्रोत्साहित करने वाले हो ना कि मात्र भय पैदा करने वाले हो। ये हमारी अपेक्षा है।

हमने इन सारे संदर्भों को माननीय मुख्यमंत्री जी को भेजे स्वागत पत्र में उठाया है। हमारी अपेक्षा है कि नई सरकार इन अपेक्षाओं को स्वीकार करेगी और राज्य को नई ऊंचाईयों पर ले जायेगी।

Uttarakhand New Government: Greetings & Expectations 

We welcome the new government of Uttarakhand formed under the leadership of Shri. Trivendra Singh Rawat and hope that the government will not only work for the betterment of all sections of the society but shall also pay attention to the environmental concerns in the state. In particular we hope that steps will be taken for river conservation and to preserve the future of people living on the banks of the rivers.
Environmental concerns and rehabilitation of the displaced people are major issues for the state but political parties continue to ignore the same. While only 7% of the land in the hill regions is suitable for agriculture, industries have intruded even in the terai regions of the state.
While there is a slugfest of allegations and counter allegations during elections, we expect that now the new government is in office, it shall work for the long term benefit of the environment. In particular following are the major steps we expect the government to take urgently:

Curbing corruption:
Corruption has eaten into this small state like a moth. This new government has come to power with the promise of eradicating this corruption and therefore the government should strive towards reducing corruption at all levels. Curbing corruption shall also help in raising the standards of development work in the state. The system of commission must come to an end. The new government campaigned aggressively against last government on this ground and hence curbing corruption should be its first priority.

Proper and adequate rehabilitation of people displaced by Tehri dam:
One of the biggest challenges before the new government is to ensure just and proper rehabilitation of people displaced by Tehri dam which has not happened till now. The company making the dam THDCL is pushing for the permission to fill the dam to the fullest. However, this permission has not been granted because the process of resettlement and rehabilitation has not been completed yet. A new policy was enacted for close to 40 villages which are impacted, but the same has not been implemented. We hope that this policy will be acted upon.

Initiate actions against the companies for their role in the disaster of 2013:
The impact of the disaster of 2013 was multiplied because of the dams. This has been confirmed by the committee constituted pursuant to the orders of the Hon’ble Supreme Court as also by several independent experts.  Professor Sati Ji and Professor Sundariyal of Gadhwal University have also corroborated the same but no action has been taken against the companies running or managing the dams. We expect that this new government will act against such companies so that destruction caused by such dams can be arrested.

People affected by dams should get free electricity:
12% and 1 % of the free electricity which as per the policies of the Central Power Ministry should have been used for the dam affected areas has never been done.  State government has received approximately INR 2000 crore from Tehri dam Project alone. We expect that the new government takes immediate steps to ensure that justice is done to people who have given everything for these dams.

Development and protection of environment:
We have to use our jungles and water in a sustainable manner. Water tables in the state is still in decline and the primary reason for the same is non-development of permanent and decentralized schemes. We invited industries from outside on subsidy who will leave the state as soon as subsidy is withdrawn and these industries are polluting the state in exchange for some petty jobs. Benefits of such industries must be evaluated.
It is the responsibility of the state government that the environment of the state is conserved because that is essential for its continued development. Development of Uttarakhand cannot be achieved in the manner of any other state in the plains. The state is situated in the middle Himalayas and is blessed with herbs, water and tremendous potential for tourism as it is a land of pilgrimage. However, it is unfortunate that the development of the state has also been seen and carried out on the lines of any city or state in the plains when its necessary to see the state as hill state and plan accordingly for its development.

Forest Rights Act, 2006:
We have not taken care of basic resources of this place and refused to allow people to manage their jungles. Jungles which were at the centre of Chipko movement and were protected by the likes of Gaura Devi and Sundar Lal Bahuguna who raised their voices at the international level have been handed over to mafias. We expect that steps for forest conservation are taken and people are given rights to the forest under Forest Rights Act, 2006.

Saving Ganga and order of Nainital High Court dated 20th March:
People should come forward to protect           various rivers including Ganga. In the last few years governments have enacted various laws. However, legal and illegal mining continues unabated in these rivers which is harmful to many rivers including Ganga. We hope that government takes steps to stop such mining to protect the long-term health of these rivers. Dams are restricting the flow of water in the rivers which will lead to rivers getting dirty. Benefits of cleaning devices needs to be evaluated and it needs to be ensured that does not drown in the rivers. Uttarakhand needs to be seen differently under the Namami Ganga project and ensuring uninterrupted flow of Ganga by developing appropriate devices and instruments should be the priority of this government.

Order of Nainital High Court dated 20th March , 2017 will play  an important in this regards. Now when in center, in Uttarakhand and in Uttar Pradesh your party is in the power so we hope there will not be any difficulty to form the “Ganga Mangement Board” as per the direction of the High Court.

Chardham Pilgrimage and Railways network:
Chardam Yata must continue whole year so that state government as well as people of the state will be benefited more. The new Chardham pilgrimage and railway network raises many environmental and displacement concerns and both the projects should be resolved keeping in mind the best interest of general public and environment.

Prohibition should be enforced:
Women of the state after a long struggle had ensured that the government bans liquor which was uplifted by Mr. Kalyan Singh in the nineties. It will now be expected from the government that in the face of resurgence of women struggle against liquor and backdrop of general mood of prohibition illustrated by recent ban in Bihar, the government bans liquor in Uttarakhand. State level movements have combined to struggle for intoxicant free India and in this background government can reclaim the glory of Uttarakhand by banning liquor and encouraging youth to move towards a healthy society. This will also increase the general awareness and intelligence of the youth who will then contribute to the development of the country. Also government should ban all forms of intoxicants. The law in this regard should not be harsh and instill fear but should seek to encourage people to stay away from intoxicants.

We have raised all the above mentioned matters in the letter to the Chief Minister and expect that the government will act on it and take the state to new heights.
